Sometimes it can start at the fuel dock, at the washdown hose or with a better understanding of what’s happening beneath the boat. That connection between recreation and responsibility will be at the center of The Bay Foundation’s Blue Waters: Santa Monica Bay Boating Festival, scheduled for Saturday, Oct. 3, from 10 a.m. to 1 p.m. at Burton Chace Park in Marina del Rey.
